INDIAN   SCIENCE

The problems that face Indian science, are the same that hinder delivery of quality science in many developing countries: 1) Indian scientists win Nobel prizes, but not working in India. 2) Indian researchers are not promoted for his scientific achievements but for his years of service, remaining in their positions as much as possible. 3) Although Indian public institutions havesufficient funds, they impose many restrictions to scientists, being required less government control. 4) The movement of scientists, from one institution to another is not allowed. 5) Public scientific institutions prefer to fill positions through internal promotions. 6) No Indian institution, questions the neglecting of Indian science, from the government. Against this, it is recommended: a) Promotion of science must be carried out by non-government structures agencies. b) Create a fund administering agency composed of active scientists, some of which would not necessarily be Indians. It is crucial that research purposes criteria be  independent of government control. c) Set rotation of administrative leadership positions every 5 years, promoting the return to active scientific activity. d) Promote the creation of working trans-institutional groups in highly selected areas in order to promote competition and successful results. e) To promote efficiency in the expenditure of funds, it is recommended working in competitive environments, unaffected by government regulations. This way,   will be possible to pay competitive salaries to young researchers. Public-private collaboration is important for improving productivity, cost reduction and lower energy consumption. f) It is important to create work environments where researchers must be retributed by its scientific achievements, rather than by administration and longevity. If you remember these names: Jagadish Chandra Bose, Satyendra Nath Bose, Chandrasekhara Venkata Raman, Srinivasa Ramanujan, Har Gobind Khorana, Subrahmanyan Chandrasekhar, Venkatraman Ramakrishnan, you  will  understand that it will not be difficult to develop a great Indian science.

Los problemas que aquejan a la ciencia hindú,  son los mismos que impiden desarrollar una  ciencia de calidad en muchos  países  subdesarrollados. 1) Los científicos hindúes ganan premios nobeles,  pero no trabajando en la  India. 2) Los investigadores hindúes no son  promovidos por sus logros científicos, sino por sus  años de servicio,  permaneciendo en sus puestos tanto como  puedan. 3) Aunque las instituciones públicas hindúes disponen de suficientes fondos, imponen muchas restricciones a los científicos, necesitándose menor control gubernamental. 4) No se  permite el movimiento de científicos, de una institución a otra. 5) Se prefiere llenar las posiciones mediante  promociones internas.  6) Ninguna institución hindú,  cuestiona la desatención de la ciencia hindú, por parte del gobierno. Frente a ello, se  recomienda: a) Que la  promoción de la ciencia sea  realizada por agencias ajenas a las estructuras del gobierno. b) Crear una agencia administradora de fondos integrada por  científicos activos, algunos de los cuales no tendrían que ser necesariamente hindúes. Es crucial que los criterios para establecer los propósitos de las investigaciones sean independientes del control gubernamental.  c) Establecer la  rotación de los cargos directivos administrativos  cada 5 años, promoviendo  el retorno a la actividad científica activa. d) Promover la creación de grupos de trabajo,  tras-institucionales en áreas altamente seleccionadas, a fin de promover la competencia y resultados exitosos.  e)  Promover la eficiencia en el gasto de los fondos,  trabajando en medios competitivos, no afectados por regulaciones   gubernamentales. Así,  será  posible pagar salarios competitivos a investigadores jóvenes. La  colaboración público-privada es importante para   mejorar la productividad,  reducción de costos  y un menor consumo  de energía. f) Crear  ambientes de trabajo donde las carreras sean  retribuidas  por los logros científicos  alcanzados, más que por administración y   longevidad.  Si recuerdan estos nombres: Jagadish Chandra Bose, Satyendra Nath Bose, Chandrasekhara Venkata Raman,  Srinivasa Ramanujan,  Har Gobind Khorana,  Subrahmanyan Chandrasekhar,  Venkatraman Ramakrishnan, entenderán   que no será difícil desarrollar una gran  ciencia hindú.
